Step Brothers is good for about 9 or 10 laughs, which is about 7 or 8 more than what you'll get from The Other Guys.
Both are hilarious but I'm going SLIGHTLY towards The Other Guys.
A buddy cop flick starring Sam Jackson and The Rock would be fucking awetastic. This Ferrell creature, however, is just autistic (without any savantly gifts).

Both are funny, but honestly The Other Guys is a better overall movie.
Gotta give the edge to The Other Guys...
